How do I check if a USDT TRC-20 address is safe?

What does "blacklisted by the USDT issuer" mean?
Tether can freeze USDT on addresses linked to hacks, sanctions or law-enforcement requests. USDT sent to a blacklisted address cannot be moved again, so never send USDT to one.
Why does sending USDT to a new address cost more?
If the address has never held USDT, the transfer creates a new balance entry in the USDT contract and uses about 130,285 energy instead of 64,285.
